Prepare the Salt Cod by boiling in water with 3 changes. Cool and flake.
Mix the flour, baking powder, salt and pepper, then add the herbs, onions, garlic, and prepared salt cod. Mix in Egg, Milk & Water.
Heat oil in a pan to medium high heat and once hot add approximately 1 Tbsp batter per fritter.
Cook until light brown, 1 minute, and flip and cook for another minute.
Drain on a paper towel and serve.
