Heat the oil over medium-high heat. Season beef with salt and pepper, then dust in flour. Add to the pot and cook until browned, stirring frequently.
Add the onions, celery and tomatoes to the pot and cook, stirring occasionally for 5 minutes.
Stir in the remaining ingredients and mix well. Bring the ingredients to a simmer.
Cover the pot and allow to cook at a simmer for 1 1/2 hours or until the beef is tender and the vegetables are cooked.
Remove the bay leaf before serving.
