Combine all the ingredient and set aside, to allow the sugar to dissolve.
Peel the papaya with vegetable peeler or knife. Halve the papaya lengthwise. With a spoon, scoop out the seeds and discard. Use a slicer or a knife to julienne the papaya.
Cut the carrots to the same length as the papaya.
Put the shredded papaya in a colander, add the sugar and salt. Use your hands to massage the salt and sugar into the papaya. Add the carrots to the bowl with papaya. Add dressing. Serve immediately.
