In a medium bowl, whisk together the half and half, mayonnaise, onion, brown sugar, salt & pepper until smooth.
In a pot, boil pasta in water until soft and plump. Then drain the macaroni into a colander and place it in the pot.
Add apple cider vinegar and stir until it's absorbed in the pasta.
Combine the dressing, green onions, celery and carrots to the pasta. Season with salt and pepper if needed.
