Bring water, salt and oil to a boil and add pasta.
Meanwhile, in a food processor or blender blend the onion, bell pepper and hot pepper (optional) until it is minced.
Place minced vegetables in a bowl and add evaporated milk and eggs. Whisk together.
Once pasta is cooked, place macaroni back in the pot and add eggs, milk, minced vegetables mixture. Along with a 1/2 stick butter and cheese over low heat. Stir for 2 minutes.
Adjust seasoning with salt and black pepper, if needed.
Pour macaroni mixture into a greased pan 12” * 6” * 2” deep.
Bake for 1 hour or until golden brown.
Remove from oven. Allow to cool for 15 minutes and serve warm.
