Wash and dry with vinegar. Once properly washed season with salt and black pepper. Allow the meat to marinate for 1-2 hours.
In a large pot with a little oil, brown the beef on both sides. Once brown add onions, garlic, bell pepper, crushed tomatoes, chili paste, bay leaves, salt and black pepper. Pour enough water to cover the meat.
Bring to a boil until the meat is fork tender. Skimming off the top during the process.
Once meat is fork tender, remove the onions, bell peppers, garlic and place it in a blender. Add back to the pot, along with the chilli paste.
Allow it cook for another hour.
In a skillet over medium heat, dip the tortillas in the liquid from the pot and place into the skillet and a top with mozzarella cheese.
Once the cheese is melted top it with beef, red onion and cilantro. Serve!
